Please see the FAQ sections on Registering and Subscribing for the mechanics of how to do this. It is strongly suggested for people to register before subscribing, but this is not actually required.
The list has a policy of open subscriptions, and there is no requirement to be a resident of the town to subscribe. There is no requirement to identify your self on the list (see Privacy) but those who do choose to be anonymous will be held to a higher standard of Civility. Idenifying oneself does generally promote better discussions, so while it is not a requirement, it is a request that, if reasonable, for peope to identify themselves.
